Policies

Our policies aim to clearly communicate water management procedures, ensuring members understand their responsibilities and maintain compliance.

Well Meter Reading & Reporting: To comply with the terms and conditions of the Water Court decrees, Case Nos. 02CW335 and 03CW99, it is necessary to impose requirements on the owners of Constituent Wells to read the totalizing flow meters installed on said wells.

Quota Trading: To comply with the terms and conditions of the Water Court decrees, Case Nos. 02CW335 and 03CW99, it is necessary to impose annual quotas on the amount of water pumped by each Member Well.

Transfer of Water Allotment Contracts: The Districts will accept petitions to approve the transfer of Class B, C, or D water allotment contracts issued by GMS and WAS throughout the year. Each petition to approve a transfer shall be accompanied by a non-refundable filing and review fee of $100.00. A transfer shall be subject to the Board's approval.

Disparate Ownership: The "Common Owner" requirement shall mean that the same person, persons, or entity holds a documented interest in the well, the water, and the lands served by the well at the time the contract is issued.

Reinstatement of Terminated Class B, C, or D Contracts: No former Class B, C, or D water allotment contracts and/or wells previously augmented by GMS or WAS will be reinstated.
